<p>According to the <a target="_blank" rel="nofollow noopener" href="https://says.com/my/lifestyle/photos-12-ang-pows-from-banks-malaysia">New Straits Times</a>, JIPS director Datuk Seri Azri Ahmad said a disciplinary inquiry paper will be opened regarding the ang pows and money in the policeman&#8217;s possession.</p>
<p>While the exact amount of money discovered was not disclosed, Azri emphasised the need to ascertain its source and determine if any misconduct had occurred.</p>
<p>&#8220;The money was found when <b>the JIPS Bukit Aman team conducted a random inspection </b>at the police station and found several ang pows and cash in a policeman&#8217;s possession.</p>
<p>&#8220;If money is found, we need to ascertain whether the money really belongs to him. Possessing ang pows raises questions because he is not allowed to receive them [from members of the public].</p>
<p>&#8220;So, we need to ask whether he was given the ang pows, and who gave them to him. He needs to answer all these questions during our internal investigation to determine if he has committed any wrongdoing,&#8221; <a target="_blank" rel="nofollow noopener" href="https://www.bharian.com.my/berita/kes/2024/02/1209578/angpau-dalam-lokar-anggota-polis-disiasat">Berita Harian</a> quoted Azri as saying.</p>

<p>He stated that police officers are only allowed to <b>carry a maximum of RM100 during roadblocks and other operations</b>. However, the money was discovered in his locker, prompting the need to conduct an investigation to uncover the source.</p>
<p>The case has been transferred to Bukit Aman for further action.</p>
<p>Commenting further on the spot check, Azri said JIPS officers routinely conduct inspections on police officers to bolster the integrity of the police force, revealing that over 500,000 inspections were carried out last year.</p>
<p>Azri&#8217;s statement comes after a whistleblower site reported yesterday, 6 January, that a JIPS operation led to the discovery of a police officer possessing two bags filled with RM4,239 in cash and RM2,050 in ang pows.</p>
<p>The site also reported that an investigation paper was opened to probe the police officer in question.</p>
<p>However, Azri did not explicitly state whether the case he was commenting on was the same one mentioned by the whistleblower site.</p>

<p>Selangor police chief Datuk Hussein Omar Khan said <b>a total of ten policemen are being investigated as a result of the spot check </b>on the &#8216;Op Alkohol&#8217; team at Jalan 11/3, Petaling Jaya at 2.30am on Sunday morning, 4 February.</p>
<p>Besides one inspector, all of the other policemen were lower-ranked, including sergeants, corporals, lance corporals, and constables.</p>

<p><a target="_blank" rel="nofollow noopener" href="https://www.transparency.org/en/news/how-cpi-scores-are-calculated">The Corruption Perceptions Index</a> ranks countries and territories worldwide based on the level of corruption within their public sectors.</p>
<p>Each country&#8217;s score is determined by combining information from 13 different corruption surveys and assessments, including those conducted by the World Bank and the World Economic Forum.</p>
<p>The CPI employs a scale ranging from zero to 100, where zero is perceived to be highly corrupted and 100 is perceived to be very clean.</p>
<p>With a score of 50 out of 100, Malaysia has reversed its three-year decline by securing the 57th position out of 108 nations in this year&#8217;s CPI.</p>
<p>Based on the <a target="_blank" rel="nofollow noopener" href="https://www.transparency.org/en/cpi/2023/index/mys">website&#8217;s chart</a>, Malaysia reached its peak with 53 points in 2019. However, it experienced a decline to 50 points in 2020, further dropping to 48 points in 2021 and 47 points in 2022.</p>
<p>Nevertheless, Malaysia managed to improve its standing by climbing four positions compared to the previous year. Among the ASEAN countries assessed, Malaysia ranked second, with Singapore leading as the fifth least corrupted country in the world, attaining a score of 83 points.</p>

<p>&#8220;Among the positive developments which happened after the coalition government came to power also include Prime Minister Anwar Ibrahim&#8217;s directive for enhancing the code of national governance, current investigations on the undisclosed wealth of politicians, and former politicians as well as setting a national CPI target — to achieve top 25 in [the] global ranking,&#8221; he added.</p>
<p>However, Muhammad Mohan cautioned against the premature celebration of Malaysia&#8217;s CPI ranking saying the survey did not account for the discharge not amounting to an<a href="https://www.malaysiakini.com/news/677937"> acquittal (DNAA)</a> granted to Deputy Prime Minister Ahmad Zahid Hamid, where 47 corruption charges related to Yayasan Akalbudi were withdrawn.<br />﻿<br />&#8220;The DNAA was granted on 4 September last year. Most probably, such a development was not captured in the survey for the CPI 2023 since it only reflected [perception on corruption] incidents until August last year,&#8221; he said.</p>

<p>&#8220;Any such persons found to have unexplained or potentially illegally acquired wealth during the process of an MACC investigation should arouse suspicion and be asked to declare assets to facilitate such investigations,&#8221; he said. </p>
<p>He also expressed concerns about the ambiguous relationship between politics, business, and patronage, describing it as a murky area that adversely affects the nation, particularly in terms of transparency and integrity. </p>
<p>&#8220;This is sometimes perceived to be the reason why the political financing bill has not seen the light of the day,&#8221; he said.</p>

<p>The Corrupt Practices Investigation Bureau (CPIB) said Iswaran, who was arrested in July last year, was alleged to have obtained kickbacks worth SGD384,340.98 (RM1.3 million) from property tycoon Ong Beng Seng, partly to advance Ong&#8217;s business interests.</p>
<p>Charge sheets show the favours include tickets to football matches, musicals, a flight on Ong&#8217;s private plane, and tickets to the Singapore Formula 1 Grand Prix.&nbsp;Iswaran&nbsp;was advisor to the Grand Prix&#8217;s steering committee, while Ong owns the rights to the race.</p>

<p><p>Iswaran, 61, joined Prime Minister Lee Hsien Loong&#8217;s cabinet as a junior minister in 2006 and held trade and communications portfolios before becoming transport minister in May 2021.</p>
<p>The last corruption case involving a minister was in 1986 when the national development minister was investigated for allegedly accepting bribes. The minister died before he could be charged in court.</p>
<p>Singapore is due to hold elections by 2025. In August, Lee admitted his ruling People&#8217;s Action Party (PAP) had taken a hit over the graft probe and the resignations of two senior PAP lawmakers on account of an &#8220;inappropriate relationship&#8221;.</p>
<p>The party is also due for a leadership transition with Lee promising to hand the baton to his successor Deputy Prime Minister Lawrence Wong by November.</p>
<p>Addressing local media on Thursday, Wong acknowledged the graft case&#8217;s negative impact on the PAP but said it would not affect leadership transition plans.</p>
<p>&#8220;We are disappointed by what has happened. We are saddened. We are disappointed that&nbsp;Iswaran&nbsp;had to leave politics under these circumstances. But the PAP stance on corruption is non-negotiable,&#8221; said Wong.</p>
<p>&#8220;We have announced that the leadership transition will take place before the next general election and before the party conference this year. This plan remains on track.&#8221;</p>
<p>Referring to&nbsp;Iswaran&#8217;s case at a PAP event last November, Lee said the party must &#8220;show Singaporeans and the world that after half a century in government, the PAP’s standards remain as high as ever&#8221;.</p>

<p>According to <a target="_blank" rel="nofollow noopener" href="https://www.bharian.com.my/berita/nasional/2024/01/1201570/anak-bekas-perdana-menteri-disiasat-sprm">Berita Harian</a>, the investigation is believed to be related to a business he owned in the late &#8217;90s that was subsequently acquired by a subsidiary of a government-linked company.</p>
<p>The acquisition, which was in line with the country&#8217;s privatisation policy at the time, allegedly resulted in him earning hundreds of millions of ringgit, as per sources cited by the daily.</p>
<p>The sources also claimed that the man was listed in the so-called Offshore Leaks.</p>
<p>&#8220;However, it could not be confirmed if the MACC is also looking into allegations made in the document,&#8221; they said.</p>
<p>Offshore Leaks is a 2013 report that discloses information of 130,000 offshore accounts. It provides in-depth details on the personal financial affairs of individuals and government officials that were previously concealed from public scrutiny.</p>

<p>According to Daim, if he had stayed in business and had actively developed his assets, the value of his liquid stock holdings alone would have been worth over RM50 billion today, <a target="_blank" rel="nofollow noopener" href="https://www.hmetro.com.my/mutakhir/2024/01/1049761/jika-kekal-berniaga-saham-cair-daim-lebih-rm50-bilion">reported</a> Harian Metro.</p>
<p>In a statement, he said, &#8220;My choice to join the government and serve the country came at a significant personal cost, entailing substantial financial sacrifice for both myself and my family.&#8221;</p>
<p>He and his family have filed a legal action to challenge the Malaysian Anti-Corruption Commission&#8217;s (MACC) investigation against them concerning the information provided in the Pandora Papers.</p>
<p>These papers consist of millions of leaked documents put together by an international consortium of investigative journalists, which were made public in October 2021.</p>
<p>Daim argued that his current wealth, despite relinquishing his riches upon entering politics, was is largely generated from the business ventures he began  before entering politics, and not through corruption.</p>

<p>According to Daim, the value of his RM750 million assets, which he was ordered by the government to liquidate, would be worth more than RM42 billion if he had invested in an S&amp;P 500 index fund in 1984.</p>
<p>His affidavit paints a picture of a seasoned businessman: co-founding a property empire that&#8217;s worth over RM26 billion today, owning banks, and holding stakes in giants like Nestlé. The twist? He said he relinquished these riches upon entering politics, and was forced to liquidate assets at a fraction of their current value.</p>

<p>According to Daim, despite having provided a statement to MACC in February 2023, he only heard back from the anti-graft agency three months later in June last year.</p>
<p>He stated that Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi and Investment, Trade, and Industry Minister Tengku Datuk Seri Zafrul Abdul Aziz were also named in the Pandora Papers, but the two were not investigated by the MACC, and no action was taken against them.</p>
<p>He also said that the absence of specific charges and information surrounding the &#8220;Undisclosed Complaints&#8221; was proof of bias and a potentially flawed investigation by the MACC.</p>
<p>Daim said freezing his accounts and demanding asset details without clear accusations violated his constitutional right to a fair trial and personal liberty.</p>

<p>According to the <a target="_blank" rel="nofollow noopener" href="https://www.nst.com.my/news/crime-courts/2024/01/996812/high-court-sentenced-ex-judge-day-jail-corruption">New Straits Times,</a>&nbsp;Judge Hasbullah Adam dismissed 50-year-old Azmil Muntapha Abas&#8217; appeal to challenge&nbsp;Session Court&#8217;s conviction in October 2022 against him, as he found no meritorious reason to do so.</p>
<p>&#8220;I found that the conviction is sound and decided that the appeal against the conviction is dismissed.</p>
<p>&#8220;However, the court allowed the appeal against the sentence by setting aside the lower court&#8217;s sentence and replacing it with <b>a one-day imprisonment</b> and <b>a fine of RM12,000</b>,&#8221; Hasbullah said.</p>
<p>He explained that Azmil was found guilty under Section 165 of the Penal Code for accepting any valuable items without consideration, which is punishable by up to two years in jail or a fine, or both. However, he noted that the provision does not mandate imprisonment.</p>
<p>&#8220;This is different from Section 17(a) of the Malaysian Anti-Corruption Commission (MACC) Act 2009, which stipulates a maximum imprisonment of 20 years and a fine five times the value of the gratification,&#8221; Hasbullah added.</p>

<p>In his judgement, Rasyihah said Azmil&#8217;s defence failed to raise a reasonable doubt against the prosecution&#8217;s case.</p>
<p>Azmil was found guilty, in his capacity as the Kuala Kubu Bharu Session Court judge, of obtaining RM5,000 from a person whom he knew had a connection with his official function involving court proceedings for six accused in criminal cases.</p>
<p>The six accused were charged under Section 9 of the Common Gaming Houses Act 1953.</p>
<p>Azmil was granted a stay of execution pending an appeal at the High Court, with the bail amount increased from RM6,000 to RM12,000.</p>
